The Awqaf Excellence Index is an instrument developed by Riyadah Center — the knowledge and empowerment arm of the General Authority of Awqaf — in partnership with the United Nations Development Programme (UNDP). The Awqaf Excellence Index is an annual indicator that measures the maturity of Awqaf and helps each one diagnose its current state and track its journey toward institutional excellence — in line with best practices and standards, contributing to the goals of Saudi Vision 2030.مؤشر التميز الوقفي مؤشرٌ سنويٌّ يقيس نضج الأوقاف ويساعد كلَّ وقفٍ على تشخيص وضعه الراهن ومتابعة تطوّر رحلته نحو التميز المؤسسي، وفق أفضل الممارسات والمعايير، بما يساهم في تحقيق مستهدفات رؤية السعودية 2030.

A notable institutional evolution called for a unified tool to measure maturity. While the public and private sectors have mature ways to measure their contribution to the Global Goals, the third sector — including Awqaf — has remained structurally under-measured. That gap is the reason this instrument exists.تطوّرٌ مؤسسيٌّ ملحوظ استدعى أداةً موحّدة لقياس النضج. فبينما يملك القطاعان العام والخاص وسائل ناضجة لقياس مساهمتهما في الأهداف العالمية، ظلّ القطاع الثالث — ومنه الأوقاف — غير مقيسٍ بنيوياً. وهذه الفجوة هي سبب وجود هذه الأداة.

The Index is built on a methodical review of more than 22 international and local standards — ensuring scientific accuracy and alignment with global best practice and local specificity — and resolves into 6 pillars, 24 dimensions, 130 practices, and 4 maturity levels.بُني المؤشر على مراجعةٍ منهجية لأكثر من 22 معياراً دولياً ومحلياً — بما يضمن الدقة العلمية والتوافق مع أفضل الممارسات العالمية والخصوصية المحلية — ويتفرّع إلى 6 ركائز و24 بُعداً و130 ممارسة و4 مستويات نضج.
Empowerment, not auditتمكينٌ لا تدقيق
All data submitted is strictly confidential and used solely for institutional empowerment and development. Results for individual Awqaf are not published; public disclosure is limited to aggregated statistics that serve the sector. Participation is entirely voluntary, and its purpose is purely to enable each waqf to operate effectively and sustainably.جميع البيانات المقدّمة سريةٌ تماماً ولا تُستخدم إلا لأغراض التمكين والتطوير المؤسسي. لا تُنشر نتائج الأوقاف بشكل فردي، ويقتصر النشر العام على إحصائيات مجمّعة تخدم القطاع. والمشاركة طوعية تماماً، وغايتها تمكين كل وقفٍ من العمل بشكل فاعل ومستدام.
